Windsurf was renamed, not shut down: Cognition turned it into Devin Desktop on 2 June 2026, and windsurf.com now redirects to devin.ai. The bigger change is the bill. Devin's $20 Pro draws Claude, GPT, Gemini and Grok from one quota, while Cursor, now owned by SpaceX, sells $8 with Grok only and $30 with Claude, GPT and Gemini billed on top.

Pick Devin Desktop if you want Claude, GPT and Gemini inside the subscription price instead of billed on top, or you pay for ChatGPT and want that plan to cover GPT in your editor after OpenAI leaves Cursor.
Pick Cursor if you are happy running Grok and Cursor's own agent, want to start at $8, or want one weekly allowance with no daily cap.
Pick neither if you work in a JetBrains IDE and want suggestions as you type: Devin's plugin there is in maintenance mode, Cursor arrives only as an agent, and GitHub Copilot's completions run there, unlimited on its $10 Pro plan.

Same editor, new name, new agent. Cognition bought Windsurf in July 2025 and renamed it Devin Desktop on 2 June 2026 in a normal update. Settings, extensions and .windsurfrules files carry over, prices did not change, and a grandfathered $15 Windsurf Pro stays $15.
The agent is new. Devin Local, a Rust rewrite that Cognition says uses up to 30% fewer tokens, replaced Cascade, which was removed on 8 September. A Windsurf guide that mentions Cascade describes the old product.
Most pages ranking for this still put Windsurf at $15 against a $20 Cursor Pro. New customers can buy neither. Devin Desktop Pro is $20, and its quota covers OpenAI, Anthropic, Google and Grok models at their token prices. Cursor's X Subscription starts with Plus at $8, Grok only, and Premium at $30, where Claude, Gemini and GPT are billed on top.
Neither publishes the allowance. Cognition's estimate when quotas launched in March was 7 to 27 messages a day on Pro with the most expensive models of the time. For GPT, Devin can bill your ChatGPT plan, while in Cursor that takes the Codex extension, as our Codex vs Cursor page explains.
Most pages ranking for this still describe Devin as a separate cloud agent billed by compute units. It is one subscription now: Pro at $20 covers Devin Desktop, the Devin CLI and Devin Cloud, with up to 10 cloud sessions at once, all from one quota. Cursor's cloud agents start at $30.
Devin Desktop opens on the Agent Command Center, a board of local and cloud sessions, with the editor behind it. One Hacker News user who liked Devin Cloud called the desktop app "a thinly-reskinned Windsurf".
Claude Code is Anthropic's agent, runs only Anthropic's models and comes with a Claude plan from $20. Devin Desktop puts the same models in its $20 quota at token price, and Cursor bills them on top. If Claude is the model you want, the choice is how you pay for it.
Claude Code also runs inside either editor. Cursor installs it as an extension, Devin Desktop runs it through ACP on paid plans, and Anthropic bills you directly. Our Cursor vs Claude Code page covers that pair.
Former Windsurf users split on the rename. One called it "basically dead" since it became Devin and went back to VS Code with Copilot. Another said they were pretty happy with Cognition's progress. The sharpest complaint is the March switch to token quotas: one user called the old $15 plan the best value around and the new one "completely watered down".
Cursor's turn came in October. Long-time subscribers on its forum say they stayed for one editor with every model, and the new plans buy Grok and bill the rest on top.
For frontier models on a budget, yes: Windsurf, now Devin Desktop, includes Claude, GPT and Gemini in its $20 Pro, and Cursor bills them on top of $30. If you live on Grok or hate daily caps, Cursor is the better buy.
Yes, as Devin Desktop. The free plan has unlimited Tab completions and inline edits plus a light agent quota on a limited set of models. Premium models, Devin Cloud and third-party agents need Pro at $20 a month.
Yes, with limits Cursor does not publish: limited agent and chat requests, and no Claude, GPT or Gemini. Those start with Premium at $30 a month, billed on top at API list price. The full answer →
Cognition, the company behind the Devin agent, in July 2025, after OpenAI's planned purchase fell through and Google hired Windsurf's CEO in a licensing deal. The editor kept the Windsurf name until 2 June 2026.
